The European Citizens’ Initiative

 

It is a tool that allows direct citizen participation in the European legislation elaboration.

The European Citizens’ Initiative is an invitation to the European Commission to suggest a legislative text in any of the EU fields of competence. The citizen initiatives must be supported by at least a million citizens from seven of the twenty-seven EU member states, where a minimum number of signers must be reached.

The regulations and proceedings by which the European Citizens’ Initiative is regulated are established in the Regulation (EU) No 211/2011 of the European Parliament and of the Council of 16 February 2011 on the citizens’ initiative, as well as in its recent incorporation to the Treaty of Lisbon in section 11.4.

Your Voice in Europe is the European Commission's "single access point" to a variety of consultations and feedback opportunities that enable you to express your views on EU policies at different stages throughout the policy lifecycle. As part of the Commission's Better Regulation Agenda, the Commission intends to listen more closely to citizens and stakeholders, from when the idea is first proposed to when the Commission prepares a proposal, through the adoption of a proposal and its evaluation.

European Ombudsman

Any citizen of any Member State of the Union or residing in a Member State can make a complaint to the European Ombudsman. Businesses, associations or other bodies with a registered office in the Union may also complain to the Ombudsman. The European Ombudsman investigates complaints about poor administration by EU institutions, the only exception being the European High Court of Justice.

Petition to the European Parliament

Any citizen of the Union, and any natural or legal person residing or having its registered office in a Member State, shall have the right to address, individually or in association with other citizens or persons, a petition to the European Parliament on a matter which comes within the Union's fields of activity and which affects him, her or it directly.

EU Citizenship

Citizenship of the Union is complementary to, but does not replace, national citizenship. EU citizenship comprises a number of rights and duties in addition to those stemming from citizenship of a Member State.
