The European Council

The European Council defines the general political orientations and priorities of the EU. It is not one of the EU's legislative institutions, and therefore does not negotiate or adopt its laws, but it does establish the EU's political calendar. With the Treaty of Lisbon it has become one of the EU institutions. Specifically deals with:

  Complex or sensitive issues that can not be resolved in lower instances of intergovernmental cooperation.
  It establishes the common foreign and security policy taking into account the strategic interests of the EU and the defense implications.
  Appoints and appoints elected candidates for certain leading positions in the EU, for example in the European Central Bank and the Commission.
