REGHUB is the Network of Regional Hubs of the European Committee of the Regions (CoR) that assesses EU policies and legislation and their impact on European regions and cities on the ground.
REGHUB is one of the subgroups of the European Commission’s “Fit for Future” platform, which was designed by the Commission to simplify and modernise EU legislation, ensuring that EU laws and their objectives remain relevant. Members of this platform include representatives of national, regional, and local authorities of the Member States, the Committee of the Regions, the European Economic and Social Committee, and stakeholders representing businesses and non-governmental organisations. Its work focuses on consulting platform members on the legislative texts that the European Commission will review under an annual work programme, after which opinions are issued. In these opinions, the Platform puts forward suggestions to simplify EU legislation and reduce unnecessary regulatory burdens.
REGHUB, as the network of regional hubs, contributes to the annual “Fit for Future” programme by consulting the various hubs that make up the network on the relevant legislative texts to be reviewed by the European Commission. To this end, the network conducts targeted consultations with stakeholders and makes these consultations available to the platform’s rapporteurs. It is the regional and local public officials who are members of the network who collect technical information from stakeholders through questionnaires translated into all EU languages, based on their experience of implementing current EU policies “on the ground.” Once all feedback has been gathered, the hubs aggregate the stakeholders’ input and submit their responses to the REGHUB secretariat of the CoR. The CoR then formulates recommendations on the basis of these contributions, which are used as empirical evidence in the opinions prepared by the European Commission’s “Fit for Future” platform. In this way, REGHUB contributes to efforts to improve EU legislation by bringing a local and regional perspective to the evaluation of EU laws.
The Region of Murcia, through its Directorate-General for the EU, has been a member of REGHUB since January 2021 and is one of the six Spanish members of the network, which currently has forty-six members.
