Conference for Affairs Related to the European Union
The CARUE, by virtue of Law 2/1997, is defined as a cooperative body, of horizontal composition, and whose essential purpose is to guarantee the participation of the Autonomous Communities in the formation of the state will before the community institutions and in the implementation of community law, as well as offering the Autonomous Communities a forum in which the State can inform and hear the autonomic opinions on the major issues of the European construction process, which due to their institutional nature can not be addressed in the Sectoral Conferences specific.
Based on the principles of collaboration, the articulation of relations between the State and the Autonomous Communities in European affairs is done through sectoral conferences (article 5.1 Law 30/1992, of November 26) to deal with matters related to a subject , in particular through the Conference on Issues related to the European Union, a body for cooperation, consultation and deliberation between the State and the Autonomous Communities within which the agreements governing autonomous participation in European affairs have been adopted.
