Funding
The current Multiannual Financial Framework contains the Union's investment outlook and new programs to support and respond to Europe's political priorities for the period 2021-2027.
The European Commission implements the Multiannual Financial Framework through three channels: shared management, indirect management, and direct management of funds.
- Direct management: The European Commission directly manages EU funding (approximately 20% of total funding).
The European Commission (Director-General or Executive Agencies) is directly responsible for all stages of the implementation of these types of European programs:
- Publishing calls for proposals.
- Evaluating submitted proposals.
- Signing agreements that fund the project.
- Monitoring project implementation.
- Evaluating results.
- Shared management: The European Commission and national authorities jointly manage funding through the Structural and Investment Funds, for example: ERDF and ESF+ (approximately 70% of total funding).
Member State administrations choose which projects to fund (formerly Operational Programmes/Regional Programmes) and assume responsibility for their day-to-day management. In collaboration with the Member States, the Commission ensures that projects are successfully completed and that the money is spent correctly.
- Indirect management: Partner organizations or other administrations within or outside the EU manage the funding. This typically includes NGOs and agencies involved in humanitarian crises.
